Criminal Justice Reform for Youth - Philanthropic?

I have a kind of tough essay question I would like help with...

''Discuss the extent to which the criminal justice response to children in trouble was fundamentally reformed as a result of philanthropic interest and action during the nineteenth century.''

I've done some reading and my short answer to the question would be that - the institutions and reformatories that were brought about in the middle of the century we're invented through philanthropic ideas, but ultimately we're executed for less than philanthropic motives, and we're further exploited by those that weren't as interested in the reform of the youth.

...Im not sure if this answer is suitable, Im worried its too out there. Im not entirely sure if I'm heading in the right direction with this line of thought. That the government only initiated these schemes at a time when it made sense economically for them to do so.

Does anyone have any other ideas for this question?
