Low Predicted

The teachers at my college are really strict this year with predictions, i'm currently re-taking two subjects to higher my predictions to secure the grades i'm aiming to get.
My aim is= AAB
but i know my prediction will be ABB or even BBB. I know if i send my UCAS application i will not get accepted into the uni i want based on the prediction so i'll have to aim low, what if in august i get higher grades than what predicted? can i apply to the uni i originally wanted through clearing or does it not work that way..
