Realism/Liberalism for NATO intervention in Libya but not in Syria!

Hello there, I have this 3,000 essay question for my essay in International Relations, and I was hoping you could brainstorm some ideas. I highly appreciate it.\

Basically the questions is which one or two theories best answer the question of why NATO intervened in Libya but not in Syria! I think I'll use Neo-Realism and Neo-Liberalism.

Please feel free to throw all your arguments, ideas, criticisms.

I've not yet started my degree, so I'll have to apologise that anything I throw in will purely be an uneducated opinion and perhaps not academically relevant to what you're doing but...

Could you not argue that domestic policy in NATO countries has had a fairly large impact? Public opinion and pressure on Government (in the UK in particular) were vastly different on Libya compared with Syria.
