What percentage or a 500 words essay should be quotes?

I have been told by my lecturer to write a 500 word eassy with atleast 3 references used. I found that when i completed the 500 words, almost 200 words of it is quotes and paraphrases and only the rest 300 is mine. Thats around 40% quotes. is this too much?

I would email your module co-ordinator. What they expect from you will depend on your year and the module etc.
