Is it against the rules to have a relationship with a PHD student who does seminars?

Like a sexual relationship between an undergrad and a PHD student?

If the PhD student is responsible for assessment and grading of the young person then there could be some ethical implications. But as long as they are both over 18 it is not as serious as a school teacher and pupil.
