numerical question help

Hi first time post.

I'm having trouble understanding this numerical question on a test i just did. It's come up a couple of times in the past for me.

I chose 2 in the test (as you can see.)

I think there are two ways of doing this:

If you let x equal the number of people in division C the failed the Grade I exam, then

1/3 (4/31 + 29/309 + x/(x+28)) = 9.95%

this leads to x=2

OR

(x+29+4) / (x+29+4+27+280+28) = 9.95%

this leads to x=4

I'm having trouble deciding which method is correct.

Any help is appreciated. Thanks

you need to solve this equation:

(4 + 29 + ? )/( 4 + 27 + 29 + 280 + 28 + ? ) = 0.0995

Yeah so it is method 2. (x replace the ?'s)
