Ledership Skills Assessment?

I have been asked to "use appropriate methods to assess the skills needed by a leader in a given situation"

Initially I was thinking the "appropriate method" to be- action centred leadership model, managerial grid or situational leadership model. Then I realised that these are more in line with leadership styles, as opposed to skills.

My thoughts are the leadership skills will be along the lines of - decision making, delegation, communication, interpersonal, emotional intelligence etc. However, I cannot find any information in both study material or external research; that shows what methods can be used to assess the leadership skills required.

Can anyone please point me in the right direction to find out what the methods are?
