Never sat TOEFL, nor plan to sit it.

I haven't applied to sit for the exam, nor have I ever sat it previously. I plan to apply to university through UCAS anyways.

Is it an issue? Will it be an incomplete application or is there still a possibility I could get an offer but conditional on achieving a certain TOEFL result?

You can apply with pending certificates, it won't be a problem at all. As far as I know, if you haven't yet sent proof of proficiency in English, this will form part of any conditional offer you will receive.
