Unlawful arrest?

PACE empowers the police to arrest suspects without a warrant. However, say for example there has been a robbery. And in the vicinity of the area is a guy with a long criminal record who is loitering around behaving in what the police describe as '"suspiciously". Do the police have 'reasonable suspicion' to allow them to arrest him? I mean surely a guy just standing loitering about, isn't really enough to be described as 'suspicious', or is it?

No they do not because police can not use physical factors as a ground for reasonable suspicion e.g race , sex, age, religion , precious convictions can not be taken into account . PC need an objective basis for suspicion. I think it's in s1.3 of PACE
