How do I get a (partial) scholarship to a conference in summer 2014?

Hello, I'm currently situated in Singapore, finishing up on my IB program and would really enjoy going to a conference during the summer that follows. The topic that interest me most are civil right (or others under the area of law) and the preservation of the environment. I would however very much enjoy going to any other conference. But I just started researching a bit, and it seems quite hard for someone from a European nationality (I'm Dutch), in the second year of IB to get any place anywhere at all (let be the fact that I would prefer receiving at least a partial scholarship).... I really hope that someone on this knows where I could find such an opportunity. Feel free to reply with links, tips, experience and recommendations ! Thank you!
