No idea what the "sodium hydrochloric" is - I assume you mean sodium hydroxide.
The statement is not necessarily correct - it is right only if we assume constant concentration of the hydroxide solution. As we are changing concentration of the acid it is not clear at all why concentration of hydroxide should be kept constant.
In general - hydrochloric acid with sodium hydroxide react 1:1, so if you change number of moles of the acid you need to change number of moles of hydroxide in exactly the same way. See if you can start from here.
