Are there any European countries that give student loans?

I know tuition is the same price for EU students, but are there any countries that give fee loans as well as maintenance loans to students from other European countries? Or any countries that at least give fee loans? Or is the UK the only country that does it?
In the rest of Europe the fee level is not as high as in the UK. Then it is also uncommon to apply for loans... Anyways you should check with the specific universities you are interested in...
