Help needed *URGENT*

Hi, could anyone explain these few questions to me please, they're all about cells and electrode potentials

1. Explain why the reading of the voltmeter should be taken as soon as possible after completing the circuit
2. Explain the difference between the standard electrode potential and standard of potential of a cell
3. When sulfur dioxide is bubbled into a solution of acidified VO3-, VO2+ forms rather than V3+ ions, suggest two possible reasons why VO2+ forms rather than V3+ (For one reason i put non standard conditions, but I need another, could activation energy be one?)
