Presumably it means specific cases being heard by a court of law. In the absence of more information about what you're actually studying it's hard to be sure but I presume what it's asking is whether general propositions of law (e.g. the legal rules regarding what constitutes a valid contract) suffice to determine the outcomes of actual cases in court, or whether some further input is required.
