an act is passed which allows police to use pressure (verbal) and in some sitations slight force to get terror suspects to inform. a person claims they were threatened with torture and detained by the police. they are afraid to take a case against the police. they are member of a group that wants to take judicial review proceedings on their behalf with regard the acts compatibility with the ECHR

under the same act a licensing scheme to grant early release for good behaviour is in place. terrorist prisoner apples. makes written representations. they are informed that their application is unsuccessful applicaton didn't meet criteria . no other reasons given.
same group above want to take proceedings. prisoner not a member.
