When they say love conquers all, they don't mean it literally. She's not god - she can't control life and death, especially when all she has is "love" (read: infatuation) by her side. Emotions can't save you from hypothermia.

I say that because it's true. Plus, HISHE (how it should have ended) did one on titanic which referenced the fact that if Jack doesn't sacrafice himself for Rose he'll be an ******* in the eyes of everyone else. Rose essentially killed him when she jumped off the lifeboat onto a sinking ship just to be with Jack; giving him no chance to find another life boat.
It's obviously seen as a romantic tragedy since Jack died, but I don't think the same would've happened if Rose let Jack float on that debris. Taking turns didn't cross her mind either...
It's been a while since I watched the film but I seem to remember that Jack tried to get on but the door wasn't strong enough so he put Rose's well-being before his own.
