Confidentiality and The Data Protection Act

Hiya!
I'm currently studying social work law and I'm stuck of the data protection act/confidentiality.

I've researched so much and can't seem to find an answer to my question.
Pretty much, Can parents of a vulnerable, incapacitated adult have the right to access and see his records on that a GP and social worker have on the adult?
I've looked at the principles of the data protection act and the freedom of information act 2000 but I can't seem to find anything that tells me whether or not they have to right.

Sorry if it's long-winded but I hope someone could help me out as I've been trying to find out for the past 2 days!! :frown:
