It depends on what uni it is and what course it is as to how competitive it is to get into, some unis will accept it, some won't

In both of those cases, you'd be missing your offer, so it's up to the University to decide. I'm sure a lot of them would, but it's up to them and they have no obligation to accept you, especially if others have done better.
