They are given priority over non-targets but he is probably losing out to people at other targets with work experience.
Probably your CV sucks and the banking HR can be a bit of a pain if you don't know how to layout your experience properly.
Btw, I wouldn't pay WSO 200$ for a CV review though, had a bad experience with them. There are better alternatives.

You applied too late - simple. The earlier you apply, the better a chance you have of getting an interview with minimal work experience.
