Wasn't Mr Burns quite fond of boobies?
Boobs can have certain affects on men which isn't quite as obvious when women are looking at bare-chested men. Also, once again, our society deems that breasts must be covered, bras must be worn and that this part of the female anatomy is seductive etc. However, the opinion is pretty much split on breastfeeding although I think it might be more taboo here than in certain parts of South Asia (I have seen plenty of women breast feeding children in India and Sri Lanka) because it is seen as natural

This.

And this. Whilst women do admire topless men, it doesn't quite affect us in the same way generally.

If everyone in the UK grew up going to swimming pools, going out on sunny days, going to the beach etc in a world where bikini tops or bras had never been invented, men wouldn't find breasts a big deal at all. Some tribe cultures highlight this perfectly.

Breasts are still attractive attributes in a woman and always will be, but the way they are barred from visual existence for years and years until you approach an age where you can witness things like sex, porn etc makes them more desirable. It's the appeal of the unknown. If you're exposed to something, you become desensitized to it. Porn for example. A bloke can watch it everyday for month and by the end of the month it'll take a good few minutes to find something that excites him enough to finish. If you then don't watch or witness a naked woman for a month and hand him just a naked girl on a photo, he will probably be able to beat one off in under 30 seconds.

Also, even though it all works like that, breasts are still very overrated. Men like them, but every man on the planet could tell you that women think we like them more than we actually do. Women just have a hard time accepting it though and it's all thanks to the way they're highlighted in films, TV the media in general. How often do you see some film or TV programme portray a group of 14 year old boys who have the mindset of wanting to kill another human being just to see a boob ? It's so over-the-top.

My point is, if there was no taboo about breasts and it was perfectly normal in society for a woman not to wear a bikini top or bra etc, men would find them about as attractive and a woman does when she sees a nice male torso.
I don't get what they whole issue is with women topless. I mean, from what I've heard, they don't have this issue in Continental Europe, so why does the UK (and USA) seem to have a big thing about women being topless. I think some people need to stop either sexualising breasts, or assuming people are sexualising breasts.
