I was just wondering when does it have to be completed by because I still haven't finished it.

If you've submitted the application by 30th May, the you're guaranteed to have your funding in place by the start of the academic year. It doesn't have to be completed by that date.

You can apply any time up to 9 months after your course starts, so you're fine even if you haven't applied yet.

However, you've missed the deadline of 30th May, which guarantees that your funding will be in place for the start of the academic year. If you apply soon you still might get it in time, it's just that SF won't guarantee it. The later you leave an application from now on, the later your funding is likely to arrive.
