The angular velocity of two points at different distances from the centre of the earth is the same. The actual (linear) velocity of the one further away from the centre would be slightly greater. The question is about angular velocity.

Two points on a rotating wheel, different distances from the centre, will always have the same angular velocity.
They turn through the same angle per second.
