SLE see me as a 2009 cohort student. Bristol Uni don't ?

I started a level 5 higher education course in 2009 which I have just finished and have been accepted at Bristol Uni to study psychology, starting in September 2014. Student finance England have told me that because I started a HE course in 2009 and am continuing to another HE course, I am seen as a 2009 cohort student, and should only have to pay £3465 for the tuition fees.

Bristol Uni say that I should be paying £9000, and do not seem to understand why student finance assume I should only pay £3465 and the whole 'cohort' scheme. I am not sure myself about the rules and legislation surrounding what criteria make me a cohort student and was wonderin where I can find this out, as one of them are obviously wrong.
