Can somebody please help me understand this sentence, as I'm not really sure what it means:

"Across Britain the 'swing' to the Liberals was about 10 per cent."

I understand that a 'swing' in politics basically shows the extent of change in voter support, but I don't really understand what the 10 per cent means?

Could it mean that about 10% of the votes moved from other parties to the Liberals? I don't know :colondollar:
