Cornrows on a girl - chavvy or not?

If you're black then its fine. If you're not it looks a bit chavvy, although side ones might look nice.

Do side cornrows only. You can do them yourself, it's just a tight french braid with a more accurate parting. Don't do them too often, especially if you're not used to it, because it could lead to traction alopecia. I noticed that my hair started falling out when I used to do them, so I stopped. If you do it yourself then remember that it shouldn't hurt your head - if it hurts then you're doing it too tightly.
Also, don't listen to anyone who tells you that cornrows are for black girls only. No one "owns" this hairstyle. Side cornrows look great on white and asian people, and a lot of people find it impressive because it's rare to see. Good luck!
