The actual news isn't really their main focus, tabloids and gossip is most important to them.
I assumed people read it for the celeb gossip inside. I didn't think it reported much news. Is it not also one of the cheapest papers? Another reason why people may buy it.

Sorry, I'm American, so didn't know that. I remember lots of coverage in the US was given to the News of the World scandal.
