The Islamic State in Iraq and the Levant (ISIS) said it would give Christian residents "protection" if they agreed to the list of conditions.
The announcement came in a statement posted online.
Correspondents say ISIS is trying to implement an extreme interpretation of Islamic law in areas it controls.
Raqqa, seized by ISIS last year, was the first provincial capital to be completely in the hands of rebels.
'Risking the sword'The directive from ISIS, citing the Islamic concept of "dhimma", requires Christians in the city to pay tax of around half an ounce (14g) of pure gold in exchange for their safety.

It says Christians must not make renovations to churches, display crosses or other religious symbols outside churches, ring church bells or pray in public.
Christians must not carry arms, and must follow other rules imposed by ISIS (also known as ISIL) on their daily lives.
The statement said the group had met Christian representatives and offered them three choices - they could convert to Islam, accept ISIS' conditions, or reject their control and risk being killed.
"If they reject, they are subject to being legitimate targets, and nothing will remain between them and ISIS other than the sword," the statement said.
A group of 20 Christian leaders chose to accept the new set of rules, ISIS said.
Raqqa was once home to about 300,000 people, with less than 1% Christian, according to AFP news agency.
Many Christians fled after ISIS started attacking and burning churches.
The group has been accused of serious abuses in the areas it controls.
Raqqa has seen fierce violence between ISIS and rival groups fighting the forces of President Bashar al-Assad.
More than 2,000 people are believed to have been killed since Western-backed and Islamist groups attacked ISIS strongholds in early January.

Who even owns gold? That makes no sense as a demand! What is wrong with money?!

When will the rest of the Muslim world condemn this type of outragious, unacceptable behavior? The rest of the world looks at you all as the joke you all are. A lied to, manipulated, mass of people hell bent on blaming the West for all your problems. It's your own religious leaders that are poisoning your brains and leading you all to poverty, misery, destruction and death. Stand and be heard! You want a better life? Then make it happen! Prophet Muhammad granted a Charter to St. Catherine Monastery saying:"I cause this document to be written for Christians of the East and the West, for those who live near, and for those of the distant lands, for the Christians living at present and for those who will come after, for those Christians who are known to us and for those as well whom we do not know." It said "None of their churches and other places of worship will be desolated or destroyed or demolished. The document ends, "Let this document be not disobeyed til the Day of Judgement." Isis are not following the Prophet Muhammad.

The leadership in that country is terrible. Due to the fact that it is allowing the death of Christian citizens in that country. When you hear that a mother and daughter being brutally raped in front of the husband/father is because they were Chaldeans is horrific. Mind you this is all happening during Ramadan (their holy holiday that lasts for a month). Shame on them (ISIS). Somebody needs to help these people. This is like watching the Holocaust and doing nothing.

Too often we here of terrorist attacks worldwide from USA to Kenya to UK to China and so on. It's time someone started acting and Israel have done just that. Terrorism is on the increase and clearly this diplomatic ceasefire bull**** does not work

This
Ever wondered why the West will always back Israel? Its because these are the monsters who want it to fall.
Zionists supporting Muslim extremists? why not look at the facts these Islamists are massacring other Muslims, Christians. It's just what they want. Iraq's prime minister believes Saudi Arabia are behind it and we know Saudi Arabia are in bed with Israel and the USA. Iran's also pointing the finger at them.Could ISIS be used to take out Iran, Syria which is what these Zionists want? these Muslims who fight on their Jihad are fighting for the enemy. Why not stop killing other Muslims and unite against what Israel is doing to Palestine?
Muslims please do something about, the whole world is watching you, oppose these extremists ,I know that most of Muslims are peaceful people, please protest against Palestinian.

Humanity needs you!

This is how Muslims came to occupy 99.4% of the middle east.

And that last 0.6% is Israel.

Have to say that if ISIS prevails in Iraq and Syria then id not be too opposed if Israel went deeper into Syria via the Golan Heights. At least Arabs and Christians are treated well as citizens.

really xD? take a look at the death to arabs protests and the way arabs are treated in israel.

lol a lot of sheikhs and scholars even the taliban have said what? have come out discrediting this " caliph" let me make this clear this isnt a caliphate to have a caliphate you have to have the power to protect muslims worldwide isis do not.

In the name of God, the Merciful, the Compassionate. This is the assurance of safety which the servant of God, Umar, the Commander of the Faithful, has given to the people of Jerusalem. He has given them an assurance of safety for themselves for their property, their churches, their crosses, the sick and healthy of the city and for all the rituals which belong to their religion. Their churches will not be inhabited by Muslims and will not be destroyed. Neither they, nor the land on which they stand, nor their cross, nor their property will be damaged. They will not be forcibly converted. No Jew will live with them in Jerusalem.

The people of Jerusalem must pay the taxes like the people of other cities and must expel the Byzantines and the robbers. Those of the people of Jerusalem who want to leave with the Byzantines, take their property and abandon their churches and crosses will be safe until they reach their place of refuge. The villagers may remain in the city if they wish but must pay taxes like the citizens. Those who wish may go with the Byzantines and those who wish may return to their families. Nothing is to be taken from them before their harvest is reaped.

If they pay their taxes according to their obligations, then the conditions laid out in this letter are under the covenant of God, are the responsibility of His Prophet, of the caliphs and of the faithful.

- Quoted in The Great Arab Conquests, from Tarikh Tabari

umar didnt threaten to slaughter them. as you can see.
