Resolution 2006/23: Concerning Membership of all countries in the MUNResolution Concerning Membership of all countries in the TSR Model United Nations

The General Assembly of The United Nations,
Noting All countries need equal amount of representation, whether they are currently in the news or not,
Noting with deep concern The trend of certain members moving around countries depending on whether that said country is in the news or not,
- Requests that upon a member selecting a country they want to represent, they must stay representing that country for a minimum of 30 days, allowing a "buffer zone" starting at 26 days so they can nominate themselves if a Security Council country becomes available, as long as the predicted date of the completed election is within the members 30 day limit;
- Proclaims That upon that country being elected to a non permanent seat, that member is obliged to stay in that seat with the same country for the 60 day period of the Non permanent term;.
- Further proclaims That upon a country accepting a permanent seat in the Security Council, they are obliged to stay in that position for a minimum of 60 days;
- Authorises The Secretary General and the Security Council to terminate said obligation by passing a Vote of No Confidence, which is initiated in the General Assembly;
- Encourages Activity in the Model UN;
- Congratulates Our new Secretary General, Apollo, on his recent electoral success

Two things, firstly a clarification. Is this resolution calling for members to occupy Permanent seats for two months or for at least two months.
Secondly should point 4 read:
Authorises The Secretary General and the Security Council to terminate the said obligation by passing a Vote of No Confidence, which is initiated in the General Assembly;
Once these have been clarified Russia is likely to support this resolution. -

I think we discussed something like this in the Off Topic thread at one point, and then we made a resolution about Non Permanent members, but this is the first time were setting obligations on the length of times one must represent a country.

Re: Resolution 2006/23: Concerning Membership of all countries in the MUNSpain is concerned that roughly 50% of resolutions seem to be on how the UN is run rather than global issues, but recognises that as they are not making proposals they are being hypocritical. For the record, Spain supports this resolution.

We would like the text of this draft resolution to be amended to specifically mention how exactly the Secretary General or UNGA is expected to monitor the movement of representatives, and the time that a representative switches countries, since this can be quite confusing with many other matters to look into.
Australia also wishes to define explicitly the term "month" as 30 days, because this can be interpreted as 31 (or even 28 days) by other member countries. Furthermore, we stress there must be a MINIMUM of 30 complete days, and not even an hour less, for this resolution to be honoured.
We look forward to the adjustments.
