I agree with this.
My tutor was concerned I had depression and asked me to see a counsellor.
The rooms are hot as hell
The water pressure is crap (showers always cutting out)
Staff are rude and are quick to change/blame you for anything.
Drug dealers were a common fixture - strangers would let themselves in, attend the odd party or sit in stairwells to sell drugs.
Paul is right; it is right next to Wembley Park station, trust me, I'd know. I could hear it from 4am to 1am everyday and then maintenance would take over with jackhammers and the like.
I had to resit my contract exam because I had no sleep due to the noise.
I paid £215pw for a "penthouse" and there were cheaper rooms that were far bigger in the building.
I've recently moved to Pure Highbury and while I'm not going to rave about them (it is amazing here, though) I've noticed my entire attitude and outlook has changed. I feel much healthier and happier; I've attribute my poor first year experience soley to Victoria Halls.
Also, Victoria Halls don't have a common room - so no socialising.
The lifts always break down - I lived on the 18th floor. A couple of times I have been stuck in a lift for 15 minutes.
My mate got beat up because "security" falsely accused him of throwing things at people from his window. "Security" pointed my mate out to a group of guys that had the things thrown at them and they beat him up.
Between that occurrence and the countless complaints I have made to uni and the halls, my university (University of Law) have stopped recommending the halls to people completely.
I could literally go on and on but I don't care if you live there or not.
I've warned you, as have other people.
Ultimately, it's your money, your degree and your mental health.
