I'm sure students at Bath and St Andrews regret their decision to attend non-Russell group universities.

In other words, yes, there is a point in attending a non-Russell Group university. The Russell Group was set up as a lobbying organisation, it has mutated into a lazy catch all term for supposedly the best universities.
Why does everyone think the RG is some elite fortress designed to give you a better life than ever other university?

Obviously there's a point. Bath, St. Andrews, Leicester, etc. all have a reputation higher than a lot of RG universities.

Russell Group is a brand name. Nothing else.
Isn't the Russell Group mostly about research?

Russell Group are dedicated to providing the highest research, so doing a PhD at a Russell Group uni means something.

The degree, not so much, as there are tons of good unis outside the russell group.

For example, University of Surrey, University of Bath are good unis but not in Russell Group

Yes and no. in general the quality of STEM courses in Russel group is wayy better
