Because that's what most people take. A few unis ask for a 4th AS as well, but they're in the minority. There are also some unis that will take you with just 2 A-levels, but again, they're a minority.

i was just checking out university of westminster and they apparently make quite a lot of offers on 2 A-levels.

Some universities (Oxbridge does, I'm pretty sure) make some offers on 4 A levels if you choose to take 4. I guess if you take them, you should be able to handle them.
3.5 A levels is the norm (Oxbridge or not), with nearly all uni's accepting 3. You have to remember, many schools/colleges do not have sufficient resources to offer 3+ A levels.

I think the ide is that most people start on 5 alevels, general studeies being one. after the first year they drop gen studies and another subject, therefore end up with three a levels. Plus many colleges don't like people to take more than 3 alevels, because they want them to be able to concentrate on the three and have good grades in them.
