Relative clauses help pleaSe

I know that commas shift the context of relative clause, and therefore i want to know if I'm using these correctly?

The defendant, who was accused of the harmful act, has been locked behind bars.
So from my knowledge, with commas I intend on saying that there is only one defendant who I am referring too, and therefore he does not need to be identified. Is my understanding correct?

The defendant who was accused of the harmful act has been locked behind bars.

So here without the commas the meaning changes as I'm identifying a specific defendant from many others??

Is my understanding okay? Correct me if I'm wrong.
Anyone? Please I need to find out before tomorrow
