Paying someone to find you a job

Has anyone had any experience of this?

This is regarding my friend who's been unemployed for two years and has two university degrees along the lines of business and sociology. He's becoming hopelessly depressed now and I was just wondering if this could be a solution.

How would you go about it?
Why doesn't he just get an agency to find him some work?
Never pay anyone to find work for you as its probably a scam, why not take out some unpaid work, volunteer.
Agencies, they can be very useful if you communicate with them on a regular basis and theres no charge on the jobseeker. Go to his local job centre and sign on, you get paid for looking for work and put into contact with local businesses if your lucky.

He has to be positive and proactive in order to find work for himself.
