Two addresses for declaration form

I've had a lot of trouble trying to get Student Finance to process my declaration forms (i.e. the part where I and my parents sign), since we supposedly didn't sign it when we sent off all the forms. We sent them by special delivery and I have proof they received and signed for it. However, when we called up today, they said we should have been told that there are two addresses, and my signed sheet should have gone to this other address. I have seen no mention of such an address anywhere - any contact information listed is this one:

Student Finance England
PO Box 210
Darlington
DL1 9HJ

Has anyone else heard of this? I believe they said it would be passed on to this other place, but I'm wary.

There are two addresses one is in Darlington and the other is in Glasgow which is where their call center is based at. I've always sent mine to the Darlington address personally.
