What exactly is ATP? What does 'Starch and Glycogen are insoluble in water so do not affect the water potential of the cell' mean?

ATP is adenosine triphosphate. It is essentially the chemical energy molecule and how we get all out energy. Energy is released when the bond between two of the phosphates is broken.

If starch and glycogen cannot dissolve in water they can't affect the water potential. Think of it like a fixed volume. In that volume there are 100 water molecules. This is pure water with a water potential of 0. If you then add something...such as glucose, which is soluble it means you now have 100 water molecules and a glucose. This is no longer pure water and the water potential has decreased. Starch and glycogen do not dissolve in water therefore the water potential wont change.
