Can I do medicine if I've resat a year

Resit policies vary between different medical schools. Most don't like you to sit A-levels over more than 3 years, but if you have strong mitigating circumstances they may make an exception; sometimes year 12 resits are not considered as bad as year 13 resits anyway. The only way to know for sure in your specific situation is to ring up admissions departments and ask.
Ring individual Universities, get it from the horse's mouth, as it were.

In general though serious extenuating circumstances will make them turn a blind eye. Resitting because of cocking up exams will not get any sympathy though.
