Did it fail, USA and USSR never directly went to war?
If you think it did fail? I think it did as the Cold War/Arms Race/Proxy Conflicts continued until the mid 80s. I would argue that there were 2 main reasons for this;
1. The industrial/military companies who held (hold) so much influence in the USA wanted to prolong the Cold War for financial reasons.
2. Krushchev was by no means solely in charge, too many of the "Old Guard" in the politburo who refused to countenance any sort of reform that might have boosted agricultural and economic output and strengthened his position.
I think he was serious about it but faced too many obstacles.
