Difference between government initiatives and social policies? Help!!

Hello,

I have a project to do on social policy and healthcare. There are two sections:
one on government initiatives in relation to care of the elderly and another on social policies in
relation to the elderly.

Can anyone tell me what the difference is? They seem like the same thing to me, as in social welfare provisions/pensions, nursing home fees subsidies etc.

I'm doing the course online and my tutor is impossible to get in contact with so I really need some advice on this! Thanks!! :biggrin:
