It wasn't actually, I just happen to come to an article about the USCG in wikipedia while looking up about the USMC.

You could probably join as a non-officer with a green card.

IIRC, you can join the US military as an OR with resident status as well as citizenship.

I thought you needed to be a citizen for commission as an officer.
