APEL route on course EZL111

Can anyone help me please, I have applied for the APEL route on the foundation course Primary teaching and learning. I meet the learning requirements but the OU are holding up my application as they say that this route does not meet the funding requirements for a loan from SF. Has anyone else had this and how did they get on? I can apply for the Foundation degree non APEL route but that does not begin until next October and I can begin the APEL route in February instead.
Any help would be gratefully received many thanks
