International law - State Independence question

Hi,

I study International law and we had this problem question to do for our seminar, but even after the seminar i am still not sure how to answer it, can anyone help me please?

Consider the following question:

“Having declared itself independent in 1960, according to the principles of General Assembly Resolution 1514, the State of Abaddan organised itself along the lines of a federal state with the largest of the federal entities, Zubi, being composed mostly of ethnic Babalasians. The neighbouring State of Babalas claims that Zubi is a natural extension of its territory and passes laws for the area, although it makes no attempt to enforce them. Federal Elections in Zubi return the Babalasian National Front to power on a mandate of independence from Abaddan. Zubi declares its independence and passes legislation for its incorporation into Babalas. The reaction of Abaddan is to utilise military force to regain control of Zubi.”

What is the legal status of Zubi?
