Domestic violence as a form of child maltreatment

I've just attended a psychology lecture on child maltreatment, and a debate was started when some students questioned whether 'witnessing domestic violence' should be classified as a form of child maltreatment. I was quite shocked by this and feel very strongly that it is. Child maltreatment tends to be defined by causing physical or mental harm, or allowing this to occur.The child would be subjected to traumatic and stressful experiences within their own home, surely causing emotional harm?
I am interested in hearing more views and opinions on this. I have posted on my blog about this to start a discussion (heatherheartfeather.com) but would like some Psychology students to share their opinions with me.
There have been studies which say that witnessing DV can harm the brain development of babies and young children, even when they don't understand what is going on. Not sure of any names of studies I'm afraid though
