Anyone Fluent?

Would anyone who is studying an A-Level foreign language consider themselves pretty much fluent?

You must not have had any other knowledge from before studying it in school to fit the requirements :P

As for myself? No.

I think if you put the extra work in you could read most things pretty fluently. Newspaper articles are more or less easy for me now. But speaking or writing? No way.
Not fluent, nooooo way!

Able to put together a pretty damn good essay or conversation- definitely. But it's not the kind of fluent that you'd be able to use actually in that country, because you don't go to France and start talking to a stranger about the benefits of nuclear power- you tend to converse in slang, and I definitely wouldn't be able to do that!!
