Name and logo already in use

I thought of a name and created a logo for my makeup business.
However I only just found out that there is a instagram and YouTube account that already exists under the same name. But, the instagram account has been inactive for 36 weeks and there are no videos on YouTube.

Should I change my name
Or keep it
Or maybe even kindly ask her if she could delete her account, since she's not even using it !

Hey, i wanted to use your make up username. I came ip with it a few days ago though i have jus realised that you're using this make up. If you don't mind please can you change your instagram name. It would really mean a lot to me as i can't think of anything else. I'm not sure if you'll reply because this account has been inactive for quite long.
