Error Analysis of the Finite Element Method

I am having trouble understanding the general difference between a Priori and a Postieri error bound. I understand that the Priori error bound is found using the actual u as opposed to the approximation of u, but i do not really understand when you will ever be in the position to find that when you are approximating the answer?

I have attached the introduction of the notes for this chapter, if anyone could also explain the significance of s and why it tends to 2 in the L2 norm and tends to 1 in the H1 norm it would be helpful.
