Yes.
Why wouldn't it be?

You're saving seats  but some people may find it annoying if you're in the way or leaving on them
Yes, but please don't. It's so awkward.

I'm going somewhere with the gf tomorrow and if there is only 1 seat on the tube then i will take it and offer her my face my lap to sit on
Fine if its your partner.

Not so fine if its a stranger/the driver.
Maybe if you are going to

No. Last year, the UK Lap Police made 7,012 arrests, all of which were due to situations such as you are describing. Never EVER sit on a lap on public transport, or risk facing the dire consequences.

In the UK, yes.

In some prudish, backward, over-zealous countries, no:

loads of web sites
Women who sit on men's laps can be jailed
Many countries have strict rules on public displays of affection, but they are often not as odd as this law in Seattle, Washington.

Women face an automatic six-month jail term if they sit on men's laps on trains or buses without placing a pillow between them.

I don't know any.

One important fact is that St John's Wood is the only London Underground station not containing letters from the word mackerel.
