helpppppp urgent please

I would really appreciate your help guys, i am not sure how to answer this question and whether it is a direct or indirect effect.

this is the scenario

Directive (imaginary) 2011/11/EU provides protection for people responsible for electricity supply.

The directive says that employers should take measures to protect their employees which include providing them with appropriate equipment and clothing. The date for implementation of the Directive was the 21 October 2013. UK however only passed some of the legislation which excludes providing their workers with appropriate clothing and equipment as it does not oblige them to do so. Martin is an electrician working for PLANTES. Martin who was wearing old worn out clothes and old protective equipment sustained burns on his hand through an accident at work. Because of his injury, Martin had to cancel his holiday he had also not taken out travel insurance. Martin asks PLANTES to give him alternative leave and to give him new protective equipment’s and clothing’s, but PLANTES refuses his request.
Advise Martin whether he can rely on the Directive 2011/11/EU in legal proceedings against PLANTES.
