Conditional Offers

I would like to know if I'll not be accepted into a college for sure if I fall short of 1-2% from what is mentioned in my offer?

It's certainly possible, but it won't be guaranteed.

If other applicants have met or exceeded the conditions, the uni may be able to fill the course without considering borderline candidates. If the course is undersubscribed, then you may get in if you're only slightly below your offer.

If you miss your grade by a tiny margin but have stellar references, this may improve your chances of acceptance.

My formal conditional Masters offer demanded a 2:1 or First. However my references were so good that the Masters course leader told me that they'd consider a 2:2 if I really flunked the exams, as long as I could show excellent marks in coursework relevant to the Masters topic.

Unfortunately there are too many variables to be able to give you the reassurance you want. These variables will differ between unis, courses and individual students.
