We will not tolerate the SG having nuclear weapons, however if he assures us it is for peaceful means, allows UN inspectors in and grants Japan favors in the UN (e.g. making a very understandable mistake like thinking Japan has a veto in the SC) then Japan will support the SG nuclear programme.
