Asking for girls numbers in front of others in the library?
I have seen a few girls at the library who have displayed an interest in me.
Would it be appropriate for me to strike up conversation with them and then eventually ask them for their numbers even in front of others?
Is asking for numbers in the library perceived as too desperate?

It's fine, definitely go for it. Just try not to make too much noise. People go to the library to study in a quiet environment, so try to be considerate.
